Report on CBRNe Events in the World – May 2020 Edition

The University of Rome “Tor Vergata”, Department of Electronic Engineering – DIE, the Observatory on Security and CBRNe Defence – OSDIFE and the State University of Republic of San Marino, Center for Security Studies – CUFS are pleased to present the “Report on CBRNe Events in the World – Issue May 2020“.

The Report aims to disseminate news and information, as well as to observe and monitor a wide range of unconventional events. It is a unique tool at international level, which allows not only to identify the effective type and occurrence of each event, but also to highlight trends as a valuable result of a detailed analysis. The main purpose is to improve further strategies and consequent mitigation actions and to properly face global emerging threats. Furthermore, this report allows to synthetically evaluate each event, as well as to provide a related hyperlink for further in-depth analysis.
Given its extreme relevance today and for the future of international safety and security, the Report includes a brief section focused on COVID-19 as a biological global threat. The study, organized on a weekly basis and examining the world by dividing it into macro geographical areas, deals with reporting the SARS-CoV-2 May milestones and the progress of cases and deaths. In this way, the reader will be allowed to effectively grasp the big picture of the critical situation linked to the pandemic, beside its evolution during the month covered by the current Report issue.
The OSDIFE Report endeavours to build a network of mutual contributions. For that, the International Editor, the Coordinator and the Authors welcome your help for future issues. We would also like to remind you that, in order to improve research capabilities, OSDIFE has developed an Intelligent Platform for CBRNe Events and Asymmetric Threats in parallel. This flexible and innovative instrument encompasses Artificial Intelligence-based algorithms and rules (both deep semantic and machine learning) in order to provide an effective tool able to collect Open Source information with a CBRNe/WMD/Terrorism/Cyber/Crime context and to generate outcomes that can help analysis of threats and trends with application across security, academia and science fields.

The Redefinition of the International System of Units

Abstract: The International System of units (SI) is the basis of modern day measurements. In the SI currently in force, base units are defined in very different ways; the kilogram is defined as the mass of a single object, the international prototype – a cylinder of platinum-iridium alloy manufactured in 1889. The prototype is unique, at risk of damaging, nearly inaccessible (only about every 40 years) and there is some evidence of a change in its mass. On 16 November 2018 the General Conference of Weights and Measures has approved a major redefinition of the SI. All the seven base units will be defined in terms of a fundamental constant of nature, which will have an exact value. It will be possible to realize the units everywhere and everytime, by probing with experiments these fundamental constants. Electrical units will be defined in terms of the elementary charge e and the Planck constant h; it will be possible to realize the volt, ohm and ampere by quantum experiments in solidstate devices. The kilogram, redefined in terms of h, will be realized by counting atoms in a silicon sphere, or linking it to the quantum realization of the electrical power unit, the watt.

The redefinition will enter into force on the implementation day: May 20, 2019.

 

Luca Callegaro:
Luca Callegaro (1967) holds a degree in Electronic Engineering (1992) and a Ph. D. in Physics (1996), both from Politecnico di Milano. He joined the Istituto Nazionale di Ricerca Metrologica, INRIM in Torino in 1996. His research interests are focused on electrical impedance; he is responsible of the Italian National standards of electrical impedance. He is chairman of the Technical
Committee for Electricity and Magnetism (TC-EM) of EURAMET, the European Association of National Metrology Institutes. He is author of about 90 papers on international reviews and of the book Electrical impedance: principles, measurement and applications.

Evento 5G Italy 4-5-6 Dicembre a Roma

“5G Italy” è l’evento del confronto tra istituzioni e comunità scientifica, industriale, economica e delle pubbliche amministrazioni in Italia, per comprendere le sfide e le opportunità della futura rete 5G e dell’Internet ultraveloce e ultrasicura, un evento di tre giorni (4, 5 e 6 Dicembre a Roma), avente lo scopo di riunire i principali attori italiani interessati allo sviluppo di questa infrastruttura, di esporre le sue funzionalità e potenzialità, di presentare lo stato delle sperimentazioni 5G in Italia e di discutere di problematiche aperte e sviluppi futuri.

Nell’ambito della conferenza, sono previsti anche una scuola di dottorato (https://www.5gitaly.eu/phd-school/) e l’edizione di un libro bianco (https://www.5gitaly.eu/white-book/). Come potete vedere dal programma, una forte enfasi è data agli aspetti applicativi di 5G e di policy. Ciò, insieme al taglio non specialistico degli interventi ed alle caratteristiche proprie di 5G, rende la conferenza interessante anche per non si occupa di telecomunicazioni.
